The Adoption and Safe Families Act (ASFA) established that our national goals for children in the child welfare system are safety, permanency and well-being. To help achieve these goals, the ASFA requires the US Department of Health and Human Services (HHS), in consultation with states and experts in the field to identify outcome measures to gauge state and national progress in reaching these goals, and to report on these outcomes in an annual report to the Congress.
